About this opportunity

The City of Roseburg, Douglas County, Oregon, is requesting sealed bids for storm damage repair construction at 1700 Block Mill Street (Project 26PW08), with bids due August 4, 2026 at 2:00 p.m. All contractors must be licensed with the Oregon Construction Contractors Board and comply with prevailing wage requirements under ORS 279C.800 to 279C.870 or the Davis-Bacon Act, whichever rate is higher — a threshold eligibility filter.

The scope encompasses approximately 142 lineal feet of 18-inch diameter storm drain pipe with appurtenances, including 85 lineal feet of 30-inch diameter casing for a railroad crossing bore; construction of two storm drain manholes; demolition and site preparation; slurry filling and abandonment of existing storm lines; manhole removal; slope protection; and landscaping and restoration. The project duration is ninety calendar days from notice to proceed.

Bidders must attend a pre-bid meeting; technical questions should be directed to Andrew Hall, PE at The Dyer Partnership. Bids are evaluated on a unit price basis. A bid bond equal to ten percent of the total bid amount is required. Upon contract award, contractors must provide Performance and Payment Bonds. Contractors must obtain $30,000 Public Works Bond filing, Employee Drug Testing Program certification, and Pay Equity Compliance training certification if the firm has fifty or more employees and the contract exceeds $500,000. Liquidated damages are assessed at $1,000 per day for delays beyond the completion deadline. First-tier subcontractor disclosure forms are due within two working hours of the bid opening deadline. The City reserves the right to reject any and all bids and may waive irregularities if deemed in the public interest.
