About this opportunity
This Request for Quotation (RFQ) is issued by the Palm Beach County Board of County Commissioners Purchasing Department seeking the purchase and delivery of 20 units of storage carts. The specified carts must meet strict technical requirements including a minimum load capacity of 850 pounds, polyethylene material construction, dimensions of at least 34 inches in height by 45 inches in length by 30 inches in width, four swivel casters, hinged locking lids with stays, corner caster pockets for stacking capability, a minimum of four spring-loaded handles, a minimum of two wing turn latches, recessed hardware, and a heavy-duty plywood base. All quotation costs must be firm fixed prices for new merchandise free from defect and must include supervision, labor, equipment, materials, tools, machinery, transportation, and all other facilities and services necessary for complete delivery on an F.O.B. destination basis to the designated warehouse location at 2601 Vista Parkway, West Palm Beach, Florida 33411. Quoters must submit responses no later than March 18, 2021 at 4:00 p.m. local time via fax or email to the Palm Beach County Purchasing Department, with delivery to be completed within thirty calendar days of purchase order receipt unless modified delivery dates are approved in writing by the Purchasing Director. The County reserves the right to request samples after quote submission to verify compliance with specifications, and award will be made on an all-or-none, total offer basis to the lowest responsive and responsible quoter. Recommended awards will be posted for five business days to allow for protest procedures before final approval.
This solicitation is funded entirely with federal Public Assistance grant funds awarded by FEMA through the Florida Department of Emergency Management, and quoters must comply with all applicable federal regulations including debarment and suspension certifications, drug-free workplace certifications, E-Verify employment eligibility verification, and various environmental, historic preservation, and FEMA reporting requirements. The RFQ contains no specific set-aside designations for disadvantaged enterprises, women-owned businesses, or other protected classes, indicating this is an open competition available to all qualified vendors meeting the technical specifications and federal compliance requirements. No incumbent vendors, current contractors, or existing infrastructure integration requirements are identified in the solicitation. Pricing information is not disclosed in the RFQ documents; however, the award will be made to the lowest responsive and responsible quoter, suggesting budget constraints exist but specific award values or budget ranges were not made public in the posted solicitation materials. Quotes received after the submission deadline will not be considered, and the County reserves the right to accept or reject any or all quotes submitted.
