About this opportunity

The state and local contract opportunity posted by Dallas Area Rapid Transit (DART) Authority involves the procurement of specific materials, identified by the solicitation number 2095635, with bids due on October 9, 2025. While precise details about the specific goods (STOP, DOOR, URETHANE) are limited in the available documentation, the procurement appears to be for transportation-related materials or components. Potential vendors must complete Bonfire registration to access full bid details and must adhere to strict delivery and performance requirements. DART mandates FOB Destination shipping terms with freight costs included in the overall pricing, and emphasizes that delivery timing and rates are critically important, with potential default termination for failure to meet specified delivery parameters. The procurement process requires vendors to submit detailed invoices electronically to APInvoices@dart.org, with comprehensive documentation including purchase order number, item descriptions, quantities, unit prices, and extended totals.

No specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned in the provided documentation. The contract terms include important provisions regarding vendor qualifications, including certifications about foreign business relationships and commitments not to conduct business with designated Foreign Terrorist Organizations or boycott Israel. While no specific award value or budget range is indicated, the procurement appears structured for a standard purchase order with Net 30 payment terms. DART reserves significant contractual protections, including the ability to terminate the contract for default and requiring vendors to provide merchantable quality products suitable for intended use. The terms also outline comprehensive inspection and acceptance procedures, suggesting a rigorous evaluation process for potential vendors. Vendors will need to demonstrate compliance with technical specifications, delivery requirements, and DART's extensive purchase order terms and conditions.

The complete PO Terms and Conditions PDF is available for download in the "Supporting Documentation" section below. **Freight Terms Notice -** Please ensure that all bids/quotes reflect FOB Destination shipping terms with the freight cost included in the overall price. DART does not typically accept FOB Origin or Prepay and Add terms. **Delivery Terms Notice -** Time and rate of deliveries are of the essence of this order. Seller's failure to deliver at the time and rate specified shall be the basis for rejection and default termination by the Authority (*Dallas Area Rapid Transit Authority*). **Payment Terms Notice -** All vendors are advised that DART's payment terms are Net 30. Invoices shall be submitted (APInvoices@dart.org) in triplicate (one copy shall be marked 'Original"), unless otherwise specified, and shall contain the following information: purchase order number; item number; purchase order description of supplies, services, or construction; sizes; quantities; unit prices; and extended totals. Unless otherwise specified, payment will be made on partial deliveries accepted by the Authority when the amount due on such deliveries so warrants. *Invoices will be paid 30 days from receipt of the invoice or 30 days from receipt of the order, whichever is later, unless other payment terms have been agreed upon in writing.* **Termination for Default Notice -** The Contracting Officer may by written notice terminate this order, in whole or in part, for failure of the Seller to perform any of the provisions hereof within the time periods specified. In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12. As used in this provision, the term "subcontractor" and "subcontractors" means subcontractors, vendors, and suppliers at any level.
