About this opportunity
Ada County Highway District (ACHD) in Meridian, Idaho is requesting sealed bids for comprehensive roadway improvements on Stoddard Road from Victory Road to Overland Road under Contract CT227-06, with bids due October 14, 2026 at 3:00 PM Mountain Time via ACHD's eProcurement portal. Bidders must hold a current Idaho Public Works Contractor License (Type 1, 2, or 4) prior to submission and must employ 95 percent Idaho residents in the workforce — a mandatory state employment compliance requirement under Idaho Code.
The scope encompasses full-depth asphalt pavement reconstruction, extruded and standard curb, gutter, sidewalks, pedestrian ramps, a multi-use path, bike lanes, retaining wall, Ridenbaugh Bridge #2080 widening, Hardin drain piping, and utility installations including irrigation lines, water mains, sewer lines, and fiber optic lines with box. The project is organized into three bid schedules: roadway improvements with storm drain systems and irrigation boxes, bridge work, and city utility improvements. Bidders must name required electrician subcontractors with valid state licenses and pay all subcontractors within 20 days of receipt of payment.
The anticipated Notice to Proceed is November 16, 2026, with irrigation and bridge work required by March 15, 2027 and all remaining work by September 10, 2027. Liquidated damages are $2,000 per calendar day for delays; contractors are liable for damages from irrigation water delivery disruption. Bid security equal to ten percent of the proposal amount is required as a certified check, cashier's check, or bid bond from a Federal Treasury List-approved surety. The apparent low bidder must provide performance and labor/material payment bonds equal to the full contract price and maintain commercial general liability insurance of $2 million, automobile insurance of $2 million, and workers' compensation with $1 million employer's liability. Expected contract bonding is $5.5 million. The project is not federally funded and is subject to Idaho Standards for Public Works Construction specifications.
