About this opportunity

The City of Statesboro Engineering Department is requesting proposals and sealed bids for construction services to restore approximately 1,000 feet of Little Lotts Creek Tributary along Blind Willie McTell Trail between East Grady Street and East Jones Avenue in Brooks County, Georgia. The project scope encompasses erosion control, bioretention swales, log vanes, rock cross-vanes, wood toe installations, log stills, grading, and permanent vegetation establishment across 46 line items. Contractors must comply with the most recent Environmental Protection Division Guidelines for Streambank Restoration and are required to complete all work within 90 consecutive calendar days from the issuance of the Notice to Proceed, with a mandatory 12-month warranty period following final payment. A pre-bid conference is scheduled for November 20, 2025, at 10:00 AM in the Statesboro Municipal Courtroom, and sealed bids must be received by 3:00 PM on December 4, 2025, at the office of Darren Prather, Director of Central Services, with public opening immediately following at 3:01 PM. Evaluation will award the contract to the most responsible bidder, and the City reserves the right to reject any or all bids. Required qualifications include a valid Georgia business license, comprehensive general liability insurance with minimum limits of $1,000,000 per occurrence, commercial automobile liability insurance at equivalent limits, statutory workers' compensation insurance with $1,000,000 employer's liability coverage, and employee dishonesty coverage of $50,000 per occurrence.

A minimum 20 percent Minority and Female Business Enterprise (MFBE) participation is mandated for the construction phase, with bidders required to submit signed affidavits confirming compliance and proof of MFBE certification. Contractors must comply with the Davis-Bacon Act and prevailing wage rates, maintain E-Verify authorization for all employees, and execute required non-collusion and debarment certifications. Bid security requirements include a Bid Bond at five percent of the Base Bid amount, with Performance and Payment Bonds each required at 100 percent of the contract amount. Liquidated damages are assessed at rates established in the Georgia Department of Transportation's Standard Specifications 2021 for any delays exceeding the 90-day completion period. No incumbent vendors or budget values are specified in the available documentation, though the detailed 46-line-item bid table provides a framework for cost estimation based on specific work elements and quantities.

Opportunity text

This project will consist of restoring approximately a 1,000-foot segment of Little Lott¿s Creek Tributary along Blind Willie McTell Trail and between E. Grady St. and East Jones Ave. This project will restore existing tributary to a more natural and aesthetic state. The current state of the tributary is plagued with erosion and infested with invasive vegetation, which creates downstream water quality deficiencies and increased maintenance cost for City.
