About this opportunity

Manchester Township in York County, Pennsylvania is seeking sealed bids for the Stillmeadow Climate Resiliency Implementation Project-Phase I, a comprehensive infrastructure improvement project. The procurement involves retrofitting four stormwater detention basins and constructing approximately 1,750 lineal feet of paved walking trail. Bids will be received online through the PennBid Program until 10:00 AM on September 8, 2025, with a public electronic bid opening scheduled for the same time. A pre-bid conference is set for September 3, 2025, at 10:00 AM at the Manchester Township Municipal building, though attendance is not mandatory. Bidders must be prepared to submit evidence of qualifications and provide a bid bond or certified check for 5% of the maximum bid amount. The project is subject to Pennsylvania Prevailing Wage Act requirements and has a contract time of 90 calendar days. Bidders will need to demonstrate technical competence and ability to complete the stormwater and trail infrastructure work within the specified timeframe.

The contract opportunity does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. No incumbent vendors or current contractors are identified in the documentation. The project will require careful integration with existing stormwater infrastructure and HOA facilities. While a specific budget range is not disclosed, the requirement for a bid bond suggests a substantial project value. The procurement is being managed by C.S. Davidson, Inc. on behalf of Manchester Township, with final contract awards to be determined at a regularly scheduled township meeting. Interested contractors will need to carefully review the attached technical specifications, contract drawings, and Post-Construction Stormwater Management (PCSM) documents to fully understand the project scope and requirements. The township reserves the right to accept or reject any or all bids, providing flexibility in the selection process.
