About this opportunity

Clarion University of Pennsylvania is seeking a prime electrical contractor to replace the existing exterior primary transformer at Still Hall on its Clarion Campus. The project requires comprehensive electrical and general construction services, including replacing the existing transformer, constructing a new concrete transformer pad, installing a new conduit bank, performing demolition work, executing electrical installations and testing, and implementing a new grounding electrode system. The university will pre-purchase the transformer and pull box, while the contractor must provide and manage a 350KW or larger temporary generator, connecting it to the existing switchgear and supplying fuel. The contractor is responsible for 24/7 generator operation and maintenance during the construction period, with mandatory checks every 8 hours while generators are operating. The contract opportunity was posted on February 20, 2013, with proposals due by March 20, 2013, indicating a relatively tight procurement timeline of approximately one month for potential bidders to prepare and submit their responses.

While specific set-aside designations are not explicitly detailed in the provided documentation, the contract appears to be open to qualified electrical contractors with demonstrated expertise in complex utility infrastructure replacement projects. The scope suggests a need for specialized electrical construction capabilities, including generator management, transformer installation, and continuous power system maintenance. No incumbent vendors are mentioned, and the project seems focused on infrastructure modernization at the university's Still Hall facility. Although a precise budget range is not specified, the comprehensive nature of the work—involving transformer replacement, generator provision, electrical installations, and continuous power management—implies a substantial contract value likely in the mid-to-high five-figure range. The project is located in Pennsylvania, with jurisdictional connections to Clinton County and Claysville Borough, though the actual work site is on the Clarion Campus in Clarion, PA.
