The state procurement opportunity involves a cooling tower replacement project for Still Hall, posted by Pennsylvania's state system through the eProcurement Exchange platform. The contract, identified by ID 66cca8f2968d0a8c8a0792d8, requires a comprehensive replacement of the existing cooling tower located in Clinton County, specifically in Claysville Borough. Key project deliverables include complete removal and disposal of the existing cooling tower, demolition of existing piping and insulation, installation of a new cooling tower and associated piping, and implementation of a new 3-way control device. The contractor will be responsible for coordinating shutdowns with university personnel, managing all cutting and patching work, and executing a phased construction approach to minimize operational disruptions. Bid submissions are electronic and must be submitted through the https://passhe.procureware.com/home website by March 28, 2017, with the original posting date of March 7, 2017. Bidders should anticipate potential weekend and premium time work requirements and include appropriate allowances in their base bid.
While specific set-aside designations are not explicitly detailed in the provided documentation, the procurement appears to be a standard competitive bid process for a higher education infrastructure project. The project is associated with a state university system, suggesting potential preferences for local or state-based contractors, though no definitive restrictions are outlined. No incumbent vendor information or specific budget range is provided in the current documentation. The project requires comprehensive construction expertise, particularly in mechanical systems, cooling tower installation, and complex university facility modifications. Contractors will need demonstrated capabilities in managing phased construction projects, coordinating with institutional personnel, and executing precise mechanical infrastructure replacements. The electronic bidding process through eProcurement Exchange indicates a preference for digital submission and potentially suggests a structured vendor qualification process.
