About this opportunity

The Texas Racing Commission is requesting proposals for Stewards in Training services under RFP #476-26-002, with proposals due September 30, 2026 and written questions due July 8, 2026. The Commission intends to award one or more individual blanket contracts.

The scope spans steward services at four designated racetracks — Gillespie County Fair, Retama Race Park, Lone Star Park, and Sam Houston Race Park — including conducting hearings, preparing decisions, overseeing live races, reviewing occupational license applications, monitoring race officials, and serving as liaison with racetrack management. Work assignments and hours are determined solely by the Chief Steward and Deputy Executive Director of Operations and follow the posted 2025–2026 race calendar. Travel is required. Stewards must maintain Flat Racing Steward Level III certification through the Racing Official Accreditation Program throughout the contract period or the contract is immediately voided. Minimum qualifications include three years of relevant industry experience recognized by the Commission or other official pari-mutuel racing regulatory bodies and current optical examination demonstrating 20–20 vision (corrected).

Compensation is $40 per hour for single-day work assignments and $55 per hour for work spanning two or more consecutive days. Travel, mileage, lodging, and meal breaks are not separately compensated. Individual contracts shall not exceed $75,000 per fiscal year. Payment is made bi-monthly via direct deposit based on itemized invoices and timesheets approved by the Chief Steward on agency-provided forms.

The contract term runs from date of full execution through August 31, 2026, with provisions for renewal for three additional one-year periods at the same terms and conditions, subject to written mutual agreement. Evaluation weighs demonstrated competence at 25% on horse racing regulatory experience, 25% on racing official experience, 10% on accreditations and relevant education, and 40% on performance during a face-to-face interview with the Chief Steward. Contractors with access to state computer systems must complete cybersecurity training and sign IT policy and Data Use Agreements on the first day of employment.
