About this opportunity

The Maryland Environmental Service (MES) is soliciting competitive sealed bids for the transportation of raw wastewater from Stevenson University's Wastewater Treatment Plant (WWTP) to the Freedom District WWTP in Sykesville, MD. The procurement is specifically for a qualified contractor to haul raw sewage located at 1525 Greenspring Valley Road in Stevenson, Baltimore County. Bidders must submit electronic proposals exclusively through the MES Procurement Portal at https://menv.bonfirehub.com/, with all submissions required by August 27, 2025. No alternative submission methods such as mailed, emailed, faxed, or hand-delivered bids will be accepted. The bid opening will occur electronically in a public format, with bidders able to attend through a shared link, and a bid tabulation will be posted on the procurement portal within 48 hours of the opening. Any conditional bids will be deemed non-responsive and automatically disqualified under COMAR 21.05.02.22 regulations. Potential bidders may follow up with the procurement department at procurement@menv.com to confirm bid receipt.

While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned in the documentation, the procurement appears open to qualified contractors capable of performing raw sewage transportation services. The solicitation does not indicate incumbent vendors or specify precise budget ranges for the hauling contract. Electronic submission through the MES Procurement Portal suggests a modern, technology-driven procurement process that requires vendors to have digital capabilities and access to online bidding platforms. Contractors interested in responding must demonstrate technical competence in wastewater transportation, compliance with environmental regulations, and the ability to safely transport raw sewage between treatment facilities. The geographic specificity of the project (Baltimore County) implies that local or regional contractors with relevant municipal infrastructure experience may be particularly well-positioned to submit competitive proposals.
