About this opportunity

The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is issuing a Request for Bid (RFB) for a master agreement contract to supply 20 units of steel road plates measuring 96" x 144" x 1" thick to the Division of Maintenance for District 2. The steel road plates must meet either ASTM A 36 Grade 36 (36,000 psi yield strength) or ASTM A 572 Grade 50 (50,000 psi yield strength) specifications, and delivery is required to the KYTC District 2 Equipment Garage at 1818 North Main Street, Madisonville, Kentucky 42431. Vendors must submit written questions by February 4, 2026, with bid responses due electronically by February 19, 2026, at 1:30 p.m. Eastern Time, with a tentative award date of February 18, 2026. The initial contract period begins upon award and expires March 31, 2027, with four optional one-year renewal periods at the Commonwealth's discretion. Evaluation is based on best value, with 95 points allocated to price (lowest bidder receives maximum points) and 5 points to delivery time (best delivery time receives maximum points). Vendors must deliver within 10 calendar days of receiving a delivery order, with a penalty of 1 percent per day deducted from invoices for late delivery. Prices are firm for the contract period with no increases allowed during the first 12 months; thereafter, increases require 30 days' written notice with documented justification.

This solicitation is subject to the Build America, Buy America (BABA) Act requirements, mandating that all manufacturing processes for steel occur in the United States, with limited exceptions for foreign materials not exceeding 0.1 percent of total contract value or $2,500, whichever is greater. Federal Highway Administration funding will be used for payment, and Davis Bacon wage rates do not apply as this is a commodity contract. The minimum order per delivery is $5,000, and vendors must be registered in the Kentucky eProcurement system prior to submission, with bids submitted electronically through the Kentucky Vendor Self Service system at https://vss.ky.gov. No incumbent vendors or current contractors are identified in this solicitation. Vendors must notify the Division of Purchases of any price decreases immediately, and all procurement decisions remain at the Commonwealth's discretion with potential renegotiation of terms during renewal periods.
