About this opportunity
The Missouri Highways and Transportation Commission (MHTC) and Missouri Department of Transportation (MoDOT) are seeking qualified bidders for a comprehensive radio tower replacement project across two Missouri counties. The procurement specifically requires the removal and installation of two self-supporting steel radio towers: a 250-foot tower in Jackson County (Kansas City Stadium site) and a 265-foot tower in Greene County. Each tower must include FAA-approved LED strobe lighting systems, specified antennas, feed lines, ice bridges, waveguide ladders, climbing ladders with safety climb systems, and comprehensive site grounding infrastructure. Bidders must submit a 5% bid bond and provide detailed technical specifications demonstrating compliance with TIA-222-G structural standards and Motorola R56 site grounding requirements. The bid responses are due by September 29, 2023, at 2:00 PM CDT, with all work required to be completed by May 31, 2024. Evaluation criteria will focus on the lowest responsive and responsible bidder meeting all mandatory technical specifications, with liquidated damages of $500 per day per item assessed for late delivery.
No specific set-aside designations or restrictions on organizational types were explicitly mentioned in the solicitation documents. While the documents encourage Minority Business Enterprise (MBE) and Women's Business Enterprise (WBE) participation, with suggested goals of 10% MBE and 5% WBE, these are not mandatory requirements. The solicitation does not identify the current incumbent contractor or provide specific budget ranges. However, the contract will require the successful bidder to maintain comprehensive insurance coverage, including $500,000 per person/$4,000,000 per occurrence for general and automobile liability, and workers' compensation coverage with $1,000,000 employer's liability insurance. The project will be funded by the state of Missouri, with payment terms of net 30 days and exemption from Missouri sales tax, use tax, and federal excise tax. Bidders must comply with prevailing wage requirements per the Missouri Department of Labor and Industrial Relations Annual Wage Order #30 and provide a 100% performance and payment bond.
