About this opportunity

The Missouri Highways and Transportation Commission (MHTC) through the Missouri Department of Transportation (MoDOT) is seeking qualified bidders for a comprehensive radio tower infrastructure replacement project located in Branson, Missouri (Taney County). The procurement involves removing an existing 140-foot guyed radio tower and installing a new 140-foot self-supporting steel radio tower with complex technical specifications, including specified antennas, feed lines, ice bridge, waveguide ladder, climbing ladder with safety climb system, an 8' x 10' x 8' aluminum communications building, and a 12kW LP gas generator. Bidders must submit a 5% bid bond and comply with detailed technical requirements conforming to TIA-222-G and Motorola R56 standards. The bid solicitation requires contractors to minimize site downtime, with one month of acceptable interruption during spring/summer, and submit initial project documentation within 15 days of Notice to Proceed. Key bid dates include a bid opening on February 15, 2022, at 2:00 PM CST, with vendor questions accepted through January 27, 2022. Award criteria will be based on the lowest and best responsive bid, with the successful contractor responsible for comprehensive site preparation, installation, testing, and one-year warranty on all building materials and equipment.

The solicitation encourages minority and women-owned business participation, specifically targeting 10% Minority Business Enterprise (MBE) and 5% Women Business Enterprise (WBE) involvement. No specific incumbent vendor is mentioned, and the contract appears to be a new infrastructure deployment rather than a replacement of an existing service contract. While no explicit budget range is provided, the project involves significant technical infrastructure with substantial equipment and installation requirements. The successful bidder must maintain comprehensive insurance coverage, including $500,000 per person/$3,500,000 per occurrence for general and automobile liability, and comply with prevailing wage requirements per Missouri Chapter 290 RSMo for Taney County. Additional requirements include participation in E-Verify, providing OSHA safety training, and adhering to state regulations regarding employment of unauthorized aliens. The project will be funded through state sources, with potential progress payments subject to MoDOT approval, particularly considering current industry lead times for specialized tower steel and equipment.
