About this opportunity

The Missouri Highways and Transportation Commission (MHTC) and Missouri Department of Transportation (MoDOT) are seeking qualified bidders to remove and install a steel radio tower infrastructure in Avalon, Missouri. The project requires removing the existing 140-foot guyed tower and installing a new 140-foot self-supporting steel radio tower, complete with specified antennas, feed lines, ice bridge, waveguide ladder, climbing ladder with safety system, an 8' x 10' x 8' aluminum communications building, and a 12kW LP gas generator. Bidders must submit a 5% bid bond and comply with detailed technical specifications, including adherence to TIA-222-G tower standards, Motorola R56 grounding requirements, and NEC electrical codes. The bid submission deadline is February 15, 2022, at 2:00 PM CST, with vendor questions accepted through January 27, 2022. The contract will be awarded to the lowest responsive and responsible bidder, with the expectation that the project will minimize site downtime, allowing up to one month of transition during spring or summer but avoiding the snow season. Bidders must provide comprehensive documentation, including structural plans, fabrication details, foundation specifications, and a project schedule.

MoDOT encourages minority and women-owned business enterprise (M/WBE) participation, with goals of 10% for Minority Business Enterprises (MBE) and 5% for Women Business Enterprises (WBE). The successful contractor must maintain specific insurance coverages, including $500,000/$3,000,000 in commercial general liability and automobile liability, as well as workers' compensation insurance. Prevailing wage requirements apply according to Chapter 290 RSMo for Livingston County, and contractors must be registered in Missouri and participate in E-Verify to confirm employment eligibility. While no specific incumbent vendor is mentioned, the project requires integration with existing communication infrastructure at the site located at coordinates 3939'20"N, 9320'37.0"W. The contract will include liquidated damages of $500 per day for late completion, and the contractor must provide a one-year warranty on all parts and labor. Progress payments may be considered with MoDOT approval, recognizing potential lead time challenges in the current industry environment.
