About this opportunity
The Texas Health and Human Services Commission is requesting bids on steel fencing services at Austin State Hospital in Austin via IFB HHS0017389, with bids due July 24, 2026 at 10:30 a.m. and mandatory on-site visits scheduled July 8 at 9:30 a.m. and July 9 at 2:30 p.m. A VetHUB subcontracting plan with a 32.9% utilization goal is required; failure to submit a compliant plan results in automatic disqualification.
The scope involves removing approximately 1,450 linear feet of existing 4-foot chain link fencing, posts, and gates, then installing approximately 1,450 linear feet of 8-foot decorative metallic-coated steel tubular picket fence with concrete footers. Work includes installation of one 24-foot swing gate with two leaves and one 5-foot man gate, re-installation of an existing vehicular roll gate, and legal disposal of all spoils. The facility is located at 4110 Guadalupe Street, Austin, Texas.
Bidders must demonstrate a minimum of five years of fencing installation experience, with assigned personnel holding at least three years of relevant commercial-grade fence installation experience. Three verifiable references from similar projects completed within the past five years are required. Insurance must include Workers' Compensation, Commercial General Liability, Commercial Automobile Liability, Professional Liability, and Umbrella Liability each at $1,000,000 minimum.
The contract begins September 1, 2026 and runs through August 31, 2027, with no renewal options. The HHS Agency reserves the right to extend for up to one additional year if necessary for service continuity or transition. Pricing must be firm and fixed for the contract life, submitted on Exhibit C, and include all labor, equipment, materials, supplies, and related expenses. Price adjustments are permitted only at HHSC's discretion, correlated with BLS Consumer Price Index or Federal Minimum Wage adjustments. Both HHSC and the Department of State Health Services are entitled to use any resulting contract. Questions are due July 10, 2026 at 5:00 p.m. Award will be made on best value based on meeting IFB requirements, ability to perform, and price.
