The procurement seeks qualified vendors to provide various sizes and types of steel and other metals for fabrication purposes, with bidders required to submit a comprehensive product list and catalog detailing all available metal types and sizes. Bids must include unit costs for steel and other metals, a separate delivery charge per mile, and allowances for product pickup from the vendor's location; all shipments must be made F.O.B. Destination Freight Prepaid and Allowed, with vendors bearing all freight charges and subject to a one percent daily penalty for late deliveries beyond contracted due dates. The evaluation will be conducted on a best-value basis using Pass/Fail criteria for product list/catalog and delivery cost submissions. The bid closing date is April 14, 2026, at 1:30 p.m. Eastern Time, with a public bid reading scheduled for 3:00 p.m. Eastern Time via conference line on the same date. The initial contract period begins upon award and expires on April 30, 2027, with four optional one-year renewal periods available at the written approval of both the vendor and KYTC Division of Purchases.

Bidders must be registered in the Commonwealth's Vendor Self Service System and submit responses electronically through the Kentucky eProcurement System at https://vss.ky.gov. The Commonwealth reserves the right to award multiple Master Agreements and may extend the contract to other state agencies and political subdivisions with vendor consent. No specific set-aside designations, incumbent contractors, budget ranges, or award values are identified in the solicitation documents provided. Supporting documentation must be uploaded through the VSS platform with a maximum file size of 65,000 KB per attachment and a limit of ten documents per submission.
