About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet issued Request for Bid (RFB) 758 2200000113 on behalf of the Department of Military Affairs for the procurement of 15 units of SIT-440-AC pop-up stationary infantry targets with AC power and RF control capabilities. The targets must be compatible with existing TRACR RIPTIDE software, include power cables and mounting brackets, and feature radio frequency capability. Delivery is required no earlier than March 2022 to the Wendell H. Ford Regional Training Center in Greenville, Kentucky (4675 State Route 181, Building 201), with all freight and delivery costs included on an FOB destination basis. A minimum 12-month warranty at no additional cost is mandatory, with longer warranty periods receiving higher evaluation points. The solicitation was released on August 26, 2021, with written vendor questions due by August 31, 2021 at 10:00 AM ET and a bid closing date of September 9, 2021 at 1:30 PM ET. All bids must be submitted electronically through the Commonwealth's eProcurement system, with vendors required to be registered in the Vendor Self Service (VSS) system at least 24-48 hours prior to submission. Award determination follows a best value ranking approach based on measurable criteria: Price (90 points) and Warranty (10 points), for a total of 100 points, with the lowest-priced bidder receiving maximum price points and warranty periods receiving proportionally higher points based on duration. Note that a solicitation modification issued on September 3, 2021, cancelled this RFB due to funding reallocation needs to support CPMPFQC Range Construction.
Kentucky resident bidders receive reciprocal preference against non-resident bidders registered in states providing similar preferences, as authorized under KRS 45A.490-494. Qualified bidders, including Kentucky Correctional Industries and Kentucky Industries for the Blind, are eligible to receive preference points equal to 20 percent and 15 percent of maximum points respectively, while nonprofit agencies for individuals with severe disabilities may also qualify for preference consideration. All bidders must submit a Revenue Form 10A100 (Kentucky Tax Registration Application), proof of Secretary of State registration for foreign entities, required affidavits under penalty of perjury, and EEO forms if applicable prior to award. Bidders must also comply with Kentucky campaign finance laws, sales and use tax registration requirements, state tax payment obligations, and trade relationship standards as outlined in the Annual Affidavit requirements. Proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date, and pricing shall be quoted exclusive of federal excise tax and Kentucky sales or use tax. The specific contract value or budget range for this procurement was not disclosed in the solicitation documents. Kyle Collins, Office of Procurement Services, serves as the Commonwealth Buyer and primary contact at 502-564-6521 for additional information.
