About this opportunity
The City of Farmers Branch, Texas, is requesting qualifications for development of a Station Area Sports & Entertainment District Catalytic Mixed-Use Development spanning approximately 15.7 acres across eleven city-owned parcels near the Farmers Branch DART Rail Station, with proposals due September 24, 2026, at 2:00 p.m. Central Time. A mandatory pre-proposal meeting is scheduled for August 27, 2026, at 10:00 a.m. Central Time at Farmers Branch City Hall, with at least one representative of the lead development entity required to attend.
The development vision is a walkable, destination-oriented mixed-use district anchored by the Dallas Stars, featuring hospitality infrastructure with 200+ guest rooms, conference facilities accommodating 250–500 attendees, multipurpose event venues, structured parking of approximately 400+ spaces, retail, dining, entertainment venues, and public gathering spaces. Respondents must clearly distinguish committed private capital, requested City participation, project-generated financing, and contingent third-party sources in proposals.
The City has identified city-owned land valued at approximately $6.55 million and available financial resources totaling approximately $6.51 million: STARS No. 2 bond proceeds of $2.1 million (restricted to eligible public recreational multi-sport and fitness facility costs), Pike Street/Station Area bond proceeds of $750,000 (restricted to eligible street and infrastructure improvements), and approximately $3.66 million in existing Tax Increment Financing (TIF) funds. Potential future TIF participation is estimated at $8.1 million cumulatively over 25 years based on preliminary projections. The City-owned parcels carry preliminary estimated values totaling approximately $9.2 million.
Proposals will be evaluated on vision alignment (25%), developer experience (20%), financial feasibility (20%), urban design quality (15%), economic impact (10%), and public-private partnership approach (10%). Developer interviews are anticipated for the week of October 12, 2026, with City Council selection expected in November 2026. Optional guided site reviews will be offered immediately following the mandatory meeting. Proposals are submitted through the CIVCAST procurement platform. The City reserves the right to reject any or all proposals, negotiate with multiple respondents simultaneously or sequentially, and pursue exclusive negotiations with a selected development team.
