About this opportunity

The Iowa Department of Transportation is requesting bids on janitorial and custodial services for four statewide rest area locations along Interstate highways, with bids due September 2, 2026 at 1:00 p.m. CDT. The RFB opened August 12, 2026 at 1:00 p.m. CDT with public bid opening via Microsoft Teams.

The scope covers professional janitorial services at rest areas in Victor (2 new buildings), Elkhart (2 new buildings), Story City (1 new and 1 old building), and Dows (1 new building). Work must meet high standards of the trade and maintain neat, presentable grounds in accordance with detailed buyer specifications. Vendors are not required to bid on all locations, but each bidder may be awarded no more than four DOT rest area locations; existing DOT contractors are subject to the same four-location ceiling.

The contract term runs October 1, 2026 through September 30, 2027, with four optional 12-month renewal periods. Award will be made to the responsible bidder whose submission is most advantageous to the Iowa DOT, considering cost, staffing proposals, ability to meet required schedules, past work performance, and work capacity.

Bidders must provide detailed experience information including years in business, years of relevant experience, technical expertise level, and a list of similar projects completed within the past three years. New vendors must provide three customer references with contact information. The Iowa DOT is tax-exempt and will provide tax exemption certificates upon request. Successful contractors must agree to make contract terms and pricing available to other Iowa state agencies, Regents, and political subdivisions upon request. Insurance requirements will be specified in the Standard Terms and Conditions.

All inquiries must be submitted through the Q&A Board prior to the Q&A submission deadline. The sole point of contact is Teri Schulz (teri.schulz@iowadot.us, +1 515-239-1431).
