About this opportunity
Washington Technology Solutions (WaTech) is issuing RFP 26-RFP-004 on behalf of the Statewide Imagery Consortium to procure orthoimagery services for state agencies, local governments, tribal organizations, and qualifying non-profits across Washington State. The primary deliverable is statewide orthoimagery coverage with color infrared (CIR) 4-band products delivered in uncompressed GeoTiff format in UTM projection for on-site hosting, along with streaming service capabilities. Vendors must meet mandatory technical requirements including horizontal accuracy standards (6-inch RMSE x/y of 0.5m or 1-foot RMSE x/y of 1.2m), defect-free orthophoto quality, and streaming service availability. The contract term extends through July 1, 2028, with WaTech retaining the option to extend for up to an additional five years. Key dates include a preproposal conference on April 30, 2026, vendor questions due by May 6, 2026, and proposals due by May 18, 2026, at 12:00 p.m. PST. Evaluation will follow immediately with an optional demonstration phase on May 19, 2026, an apparently successful vendor announcement on May 26, 2026, and contract execution targeted for June 8, 2026. The evaluation methodology includes technical scoring on 1,000 points with optional Phase II evaluation including client references (100 points) and demonstrations (100 points), with pricing evaluated competitively where the lowest cost vendor receives 300 points for orthoimagery and 200 points for streaming services.
No minimum minority or women-owned business enterprise (MWBE) participation requirements are mandated; however, WaTech encourages such participation. Consortium participants receive unlimited access licenses for all authorized Washington state agencies, local governments, public safety entities, and tribes, with perpetual licensing provisions extending beyond the contract term, while commercial firms may access data during their contracted service periods with authorized government entities. Vendors must include pricing for orthoimagery products, streaming services, and optional Digital Surface Model (DSM) data, presenting both single-year and two-year payment options. Successful vendors must obtain Washington State business licensing within 30 days of apparently successful vendor selection, and contract award is contingent upon funding availability. While specific budget amounts are not disclosed in the RFP documentation, the procurement seeks cost proposals that will be evaluated competitively across multiple pricing components and service delivery models.
