About this opportunity
The Maine Department of Secretary of State, Bureau of Motor Vehicles (BMV), in conjunction with the Bureau of Corporations, Elections, and Commissions (CEC), is requesting proposals for statewide courier services under RFP 202607119, with proposals due September 10, 2026.
The scope covers daily deposit transportation Monday through Friday from 15 locations across Maine — 13 BMV branch offices, the BMV Administrative Office, and the CEC office in Augusta — to designated Bangor Savings and TD Bank deposit locations. Locked or sealed cash bags will be available for pickup between 12:00 PM and 4:00 PM, with validated deposit slips to be returned the following business day via lobby delivery only. No pickup or delivery services are required on state holidays (New Year's Day, MLK Jr. Day, Presidents' Day, Patriots' Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Indigenous Peoples Day, Veterans' Day, Thanksgiving Day, Thanksgiving Friday, and Christmas Day). Couriers must carry company identification and comply with established pickup and delivery timelines.
The initial contract period runs January 1, 2027, through December 31, 2028, with two optional two-year renewal periods through 2032. Bidders must propose a cost per stop based on 248 estimated annual stops per location (3,720 total annual stops). The cost proposal must cover the entire two-year initial period and include all compliance costs. Payment terms are net 30 upon receipt of invoices referencing the Maine contract number and correct pricing.
Evaluation is scored on a 100-point scale: Organization Qualifications and Experience (25 points), Proposed Services (50 points), and Cost Proposal (25 points). The lowest cost proposal receives 25 points, with higher bids receiving proportionately fewer points. Bidders must submit three years of financial statements, current certificates of general and professional liability insurance, organizational charts, five-year litigation history, and descriptions of three relevant projects. One award is anticipated. Questions are due August 21, 2026, at 4:00 p.m. Proposals must be submitted via the Vendor Self Service (VSS) system. Contact Jill Harrison at Jill.Harrison@maine.gov.
