About this opportunity

The Washington Office of Superintendent of Public Instruction (OSPI) is seeking qualified consultants to monitor local educational agencies' (LEAs) compliance with nondiscrimination laws. The selected consultant(s) will review each LEA's nondiscrimination-related policies, procedures, information shared with students and families, and evidence of staff and coordinator training, and draft determinations of each LEA's compliance. The consultant must be licensed to do business in Washington, able to act in a neutral capacity, and have expertise in analyzing and applying state and federal nondiscrimination laws in an education context. Proposals are due by October 29, 2024, with an estimated contract period of December 2024 through June 2025. OSPI has budgeted up to $450,000 for this project and will give preference to certified veteran-owned and small businesses.

The competitive solicitation covers multiple counties and cities across the state of Washington, including Franklin, Grant, Grays Harbor, Chelan, Yakima, and others. OSPI will accept proposals from firms outside of Washington and anticipates the work to be fully remote, with the agency providing access to a shared online tool and folder for data and document collection. OSPI has not determined the format or style of the compliance assessments, as this is a new legislative requirement. The number of contract reviewers needed will depend on the proposals received, and bidders must identify their staffing teams at the time of submission.
