About this opportunity
The Arizona Department of Administration State Procurement Office is seeking statewide certified court reporting and transcription services through Request for Proposal (RFP) Solicitation No. BPM007125. The procurement will establish one or more contracts for two primary service categories: certified court reporting services (covering depositions, hearings, trials, and administrative proceedings) and transcription services for legal and general recorded meetings. Qualified offerors must ensure all court reporters hold Standard or Provisional Standard Certification from the Arizona Supreme Court Board of Certified Reporters and maintain a 98 percent error-free performance standard. Proposals will be evaluated based on three weighted factors: Method of Approach (400 points), Experience and Capacity of Offeror (400 points), and Cost (200 points), totaling 1,000 points. The solicitation requires electronic submission through the Arizona Procurement Portal (APP) by January 16, 2026, at 3:00 PM Arizona Time, with a pre-offer conference scheduled for December 10, 2025, from 10:00 AM to 12:00 PM via Google Meet. Offerors must provide comprehensive proposals addressing methodology, experience, capacity, and pricing, and must enter $1.00 as a line item in the eProcurement system to be considered.
The contract will be available for the State of Arizona, its agencies, boards, commissions, and participating members of the State Purchasing Cooperative, with no specific set-aside designations mentioned. The initial contract term will be twelve months, with potential extensions up to a maximum aggregate term of five years. The estimated dollar volume for services over the five-year contract period is $2.5 million, though the State provides no guarantee of actual spending. Contractors must comply with Arizona Department of Homeland Security information security policies, including completing Arizona Risk and Authorization Management Program (AZRAMP) assessments. All personnel with access to digital recordings and transcripts must sign confidentiality agreements. Pricing must be firm and fixed, covering hourly rates for court reporting, per-page rates for transcription, and additional charges for rush or accelerated delivery. Contractors will be required to pay administrative fees on all Co-Op Buyer sales and submit quarterly usage reports to the State. Travel reimbursement will follow State of Arizona Travel Policy, with mileage reimbursed after the 50th mile.
