About this opportunity

The Texas Department of Public Safety is requesting bids for a statewide bulk fuel blanket contract covering gasoline, diesel fuel, and aviation fuel deliveries to DPS locations across Texas under IFB 405-26R0025699, with bids due November 6, 2026 at 5:00 p.m. Central Time. Historically Underutilized Business (HUB) participation is mandatory under Texas Government Code Chapter 2161, Subchapter F; all bidders must submit a completed subcontracting plan demonstrating good faith efforts to recruit and award at least two certified Veteran Heroes United in Business (VetHUB) vendors, with documentation of notification emails and responses received. Disadvantaged Business Enterprise (DBE) certification and commitment documentation is also required.

The scope covers five fuel types—regular unleaded gasoline (ASTM D4814, minimum 87 octane), reformulated gasoline (CFR Title 40 Sections 80.41 and 80.45, maximum 1% benzene), low sulfur dyed diesel (Texas Administrative Code compliance, ultra-low sulfur content, minimum cetane 40), low sulfur clear diesel, and Jet A-1 aviation fuel (ASTM D1655)—with geographic delivery requirements including reformulated gasoline for Houston-Galveston-Brazoria and Dallas Metroplex regions and dyed diesel to mandated East Texas counties. Pricing is indexed to Oil Price Information Service (OPIS) net contract low price on delivery day from designated OPIS rack cities; bidders submit a fixed per-gallon fee covering delivery, loading, freight, overhead, and profit. DPS provides no guaranteed minimum volume. Vendors must hold audited financial statements or alternative proof of financial stability and assume responsibility for state motor fuel tax ($0.20 per gallon on clear diesel) and IRS refund filings.

The contract term is five years from execution, with DPS holding an option to extend up to six months. Award is anticipated November 30, 2026. Questions are due October 29, 2026, with responses posted October 30. A courtesy subcontracting plan review deadline is also October 30. Evaluation follows best value standards under Texas Government Code Section 2156.007, incorporating past performance, vendor performance tracking scores, and references. Bidders must submit W-9 tax identification, AP-152 Texas Identification Number application, and required certifications including HUB status, compliance with Executive Order GA-48, debarment status, and various statutory compliance declarations. Responses may be submitted via email to DPS_Solicit_Response@dps.texas.gov or through the DPS Online Bid Room; vendor registration for the Online Bid Room may take up to two business days.
