About this opportunity

The State of Missouri, Office of Administration, Division of Purchasing, is soliciting proposals to establish a Qualified Vendor List (QVL) for statewide biohazardous waste pick-up and disposal services, with proposals due August 13, 2026, at 2:00 PM Central Time.

Vendors must register as "Approved" in MissouriBUYS (WebProcure/Proactis) and "Spend Authorized" in MissouriBUYS powered by MOVERS to be considered for award. Vendors propose specific service categories and geographic regions across Missouri's six service regions (Greater Kansas City, Northwest, Northeast, Greater St. Louis, Greater Central, and Southwest) and must provide pick-up, transport, and disposal services for medical, dental, and pharmaceutical biohazardous waste on an as-needed basis. All pricing must be firm and fixed in response to Price Quote Forms issued by requesting state agencies; contractors quote only services awarded in their Notice of Award.

The contract period runs October 11, 2026, through October 10, 2027, with two optional one-year renewal periods at the state's sole discretion. The state does not guarantee usage and reserves the right to issue subsequent solicitations to add additional vendors to the QVL for any region. Historical expenditures under the current contract (CS232403002) totaled $55,815 in FY2024, $38,012.77 in FY2025, and $64,782.98 in FY2026.

Contractors must pay a non-negotiable one percent (1%) administrative fee quarterly to the Missouri Revolving Information Technology Trust Fund, calculated on total payments received (minus returns and credits), due by the 15th of the month following each calendar quarter. Contractors must comply with all federal, state, and local regulations regarding biohazardous waste storage, transport, and disposal; maintain appropriate licenses and permits; provide containers and liners at no charge to state agencies; and submit quarterly administrative fee reports and usage reports to the Division of Purchasing. The state may terminate for convenience with 30 calendar days' notice or for material breach with a 10 business-day cure period.
