About this opportunity
The Coastal Protection and Restoration Authority (CPRA) of Louisiana is requesting sealed bids for shoreline protection and terracing work at State Wildlife Refuge in Vermillion Parish under project TV-0100, with bids due October 14, 2026 at 2:00 p.m. The contractor must hold Louisiana Heavy Construction licensure under Revised Statutes 37:2150–2192, and all work is subject to Davis-Bacon Act prevailing wage requirements.
The scope encompasses mobilization and demobilization, surveying, construction of earthen terraces and shoreline protection dikes across three terrace fields (West Fearman Lake, East Fearman Lake, and North Lake), geogrid composite installation, riprap placement, and equipment access corridors. Base-bid quantities include approximately 30,074 linear feet of earthen terracing, 9,200 square yards of geogrid composite, and 21,600 tons of riprap. The contractor must operate equipment within project boundaries and restore all disturbed wetlands to pre-construction conditions at no additional cost to the owner. Airboat access is required for portions of the North Lake area.
The base contract completion time is 200 consecutive calendar days, with Alternate No. 1 adding 30 days and Alternate No. 2 adding 55 days. Liquidated damages are assessed at $5,000 per consecutive calendar day for failure to meet the deadline. The successful bidder must furnish a Performance and Payment Bond equal to 100% of the contract amount. Bid security of 5% of the base bid and all alternates is required in the form of a certified check, cashier's check, or bid bond. Work must comply with federal and state environmental protection laws, equal employment opportunity provisions, Louisiana First Hiring Act requirements, and threatened and endangered species protections. Contract award is contingent upon funding availability through state bonds or federal funds.
A non-mandatory pre-bid conference is scheduled September 17, 2026 at 150 Terrace Avenue, Baton Rouge, with hybrid Microsoft Teams access. Encouraged site visits to the refuge are scheduled September 22–24, 2026. Bid documents are available without charge at http://coastal.la.gov/resources/rfps-rsiqs-contracts/bids/ or from Kayla Causey at cpra.bidding@la.gov or (225) 342-9421.
