About this opportunity
The State of Indiana's Family and Social Services Administration (FSSA), specifically the Division of Mental Health and Addiction (DMHA), is seeking a vendor to implement and disseminate the State Suicide Prevention Plan through a Request for Quotation (RFQ) numbered 004100000085013. The procurement consists of two primary deliverables: State Suicide Prevention Plan Implementation and State Suicide Prevention Plan Dissemination, which may be awarded to the same or different vendors. The implementation component requires providing at least ten hours of individualized consultation to DMHA and contractors, developing technical assistance plans for local and county agencies, and creating resources and guidance documents focused on suicide prevention infrastructure and best practices. The dissemination component requires identifying strategies to share the state suicide prevention plan with various stakeholders, collaborating with DMHA to identify target audiences, and coordinating plan sharing opportunities. Bidders must have a minimum of five years of experience in suicide prevention consultation, demonstrated knowledge of comprehensive suicide prevention strategies, and familiarity with the National Strategies for Suicide Prevention. The contract term is from October 1, 2025, to September 30, 2026, with bids due by September 22, 2025, at 7:00 AM to the FSSA Mental Health & Addiction Procurement Section in Indianapolis.
The solicitation includes provisions for various business preferences, such as U.S. Manufactured Product Preference, Indiana Business Preference, and opportunities for Minority and Women's Business Enterprise (MWBE) and veteran-owned small business participation. While no specific budget amount is mentioned, vendors must complete extensive documentation demonstrating compliance with state requirements, including drug-free workplace certification, employment eligibility verification, and economic impact assessments. The state reserves the right to terminate the contract for convenience or lack of funding, and bidders are not required to be registered with the Procurement Division to respond, though registration will be necessary if the quotation is recommended for award. The procurement emphasizes open competition and includes ethical standards compliance requirements. Potential bidders must follow the Framework for Successful Messaging developed by the National Action Alliance for Suicide Prevention and be prepared to support Indiana's three crisis pillars: someone to contact, someone to respond, and somewhere to go.
