About this opportunity
The North Carolina Department of Transportation is soliciting bids for state route shoulder and median mowing across Alamance, Caswell, Guilford, Orange, and Rockingham Counties, with bid questions due October 30, 2026 at 5:00 p.m. and bids opening November 18, 2026 at 2:00 p.m. Pre-qualification is mandatory for the prime contractor and all subcontractors. The solicitation carries no MBE/WBE goal.
The work covers mowing vegetation along State Highway System routes in the five counties, including routine mowing, cleanup mowing, trimming, and litter removal across interstate, primary divided and undivided, secondary divided, secondary paved, and secondary unpaved systems. The contractor furnishes all equipment, tools, materials, transportation, and labor, and must provide a minimum of ten 10-to-15-foot flex wing mowers. Work is subject to a mowing moratorium from May 1 through May 31 unless the Engineer directs otherwise, with liquidated damages of $500 per day for mowing during that period. Additional liquidated damages apply to insufficient equipment, prohibited sickle mowers, and debris left on roadways. The contractor must also comply with extensive work zone safety, traffic control, signage, and lighting requirements.
The contract is a multi-year maintenance contract under N.C. General Statute 136-28.1(b) with an annual payment cap of $5 million per year. Work runs from March 15, 2027 through December 31, 2027, and NCDOT may extend the contract for up to four additional one-year renewal terms, with notice by September 1 of each year and Consumer Price Index unit price adjustments. Payment is monthly on actual quantities of completed and accepted work at contract unit prices per shoulder mile for cleanup mowing. Fuel adjustments use a base diesel price of $5.0299 per gallon and adjust monthly based on shoulder miles mown. The contractor must select either 100% performance and payment bonds or a 6% retainage on each invoice.
