About this opportunity

The State of South Dakota's Bureau of Human Resources and Administration is seeking a comprehensive web-based Benefits Decision Support Tool through a competitive Request for Proposal (RFP) process. The procurement aims to acquire a digital platform that will help state employees make informed benefits selections by leveraging claims data and considering plan design, out-of-pocket expenses, and employee contributions. The tool must support twelve different benefit types, including health, dental, vision, short-term disability, accident, hospital indemnity, critical illness, health savings accounts, medical and dependent care flexible spending accounts, health reimbursement accounts, and life insurance. Proposals are due by November 7, 2025, with potential oral presentations scheduled between November 10 and December 5, 2025. The evaluation process will assess proposals based on technical competence, resources, past performance, project management, and cost, with a total of 1,000 possible points across various categories. The tool must be fully operational by April 15, 2026, in preparation for the Fiscal Year 2027 Annual Enrollment period, and must be accessible 24/7 to support new hires and ongoing employee benefits education.

The RFP does not specify explicit set-aside designations or restrictions on respondent organizations. The state currently partners with Wellmark Blue Cross Blue Shield of South Dakota as the third-party administrator for health and prescription drug claims and offers telehealth services through Doctor on Demand. The contract term is three years, from April 1, 2026, through April 30, 2029, with the option of two one-year extensions, potentially extending the maximum contract duration to five years. The state sponsors a self-funded health plan with four coverage options, including zero and low deductible health plans, and two high deductible health plans. While specific budget ranges are not explicitly stated in the provided documentation, the comprehensive nature of the tool and the state's complex benefits ecosystem suggest a significant investment in this technology solution. Interested vendors must submit inquiries via email to Peggy Canter at Peggy.Canter@state.sd.us, with the subject line "RFP #25RFP17862", and all communications will be posted on the state's e-procurement system.
