About this opportunity
The City of West Sacramento is soliciting proposals for state government relations and legislative advocacy services through Request for Proposal #25-002-RFP. The procurement seeks a qualified firm or individual to serve as a communication conduit with state government agencies and the California Legislature, with key responsibilities including establishing legislative priorities, monitoring legislation and regulatory processes, representing the City's interests, identifying funding opportunities, and coordinating meetings with key state officials. Proposers must have at least five years of experience providing similar services to public agencies in California. The evaluation process will be points-based across six criteria: Proposal Transmittal Letter (5 points), Proposer Qualifications and Experience (25 points), Proven Ability (30 points), Technical Approach (25 points), Acceptance of City's Standard Contract (5 points), and Cost Proposal (10 points). The proposal submission deadline is June 6, 2025 at 5:00 pm, with an initial contract term potentially extending up to 5 years and the possibility of three additional 1-year extensions, bringing the total possible contract duration to 8 years.
The solicitation does not explicitly outline specific set-aside designations for disadvantaged enterprises, though the City demonstrates a preference for local vendors located within West Sacramento city limits and holding a local business license. While no incumbent vendor is mentioned, the contract includes comprehensive insurance requirements, mandating Commercial General Liability ($1,000,000 per occurrence), Commercial Automobile Liability ($1,000,000 per accident), Workers' Compensation, and Professional Liability (Errors & Omissions) of $1,000,000 per claim. The specific compensation structure will be based on actual fees, costs, and expenses, with a total compensation limit to be specified in the final contract. The procurement allows for flexible start and end dates, with potential extensions at the discretion of the City Manager. Proposers must be prepared to provide comprehensive documentation, proof of insurance, and demonstrate an ability to navigate the complex landscape of state government relations and legislative advocacy.
