About this opportunity
The Maine Division of Purchases is requesting bids on state flags and US flags, with bids due October 6, 2010. In-state bidders and those offering commodities produced or manufactured in Maine receive tie-bid preference.
Bidders must submit separate unit prices for each item using prescribed forms or electronic media, with bids received electronically at the Division of Purchases office by the specified opening date and time. The State reserves the right to award on an individual item or group basis, to reject any or all bids, to waive formalities, or to accept any combination of items deemed appropriate. The State is exempt from Federal and Maine State Sales and Use taxes and should not be quoted such taxes. All transportation charges must be prepaid by the contractor unless otherwise specified. Samples, when required, must be furnished free of charge.
Awards will be made to the lowest responsible bidder based on best value to the State, considering quality, conformity with specifications, delivery date, and ultimate cost. Bidders must specify delivery terms and cash discounts; discounts under 20 days will not be considered in contract awards. The Division of Purchases reserves the right to increase or decrease quantities by up to 10% unless otherwise stated. Default by a contractor may result in the State procuring materials from alternative sources and charging excess costs to the contractor, except in cases of strikes, fires, or Acts of God.
