About this opportunity

The State of Maine Division of Purchases is requesting bids on state flags and US flags, with bids due November 22, 2010.

The procurement follows standard Maine Division of Purchases procedures outlined in the attached Conditions and Instructions to Bidders. Bidders must submit separate unit prices for each item and include all transportation, freight, and delivery costs in quoted prices. Prices are quoted excluding Maine state sales and use taxes and federal taxes on items not for resale. Cash discounts of 20 days or more are considered in determining the lowest bidder; discounts shorter than 20 days will not factor into award decisions. Bids must be received by the Division of Purchases in Room 119, 9 State House Station, State Office Building, Augusta, Maine prior to the opening date and time; late bids will not be considered.

In tie-bid situations, preference is given to in-state bidders or those offering Maine-produced commodities or services. The state reserves the right to reject any or all bids, waive formalities, increase or decrease quantities by up to 10 percent, and make awards based on factors including quality, conformity with specifications, delivery dates, and overall economy. Bid tabulations will be available for public inspection after contract award. Contractors must comply with all applicable federal, state, and local laws and regulations, including the Maine Chemical Substance Identification Law requiring material safety data sheets for hazardous chemicals.
