About this opportunity

The Commonwealth of Virginia Department of Corrections Central Agribusiness Office is soliciting bids for the delivery and application of compounded fertilizer at State Farm Agribusiness located at 1954 State Farm Road, State Farm, VA 23160, in Dinwiddie County. This Quick Quote Solicitation (BPM088676) requires three distinct line items: 33 acres of sorghum fertilizer with an analysis of 80-26-150-18S per acre, 103 acres of corn fertilizer with an analysis of 32-0-120-36S per acre, and 84 acres of sorghum fertilizer with an analysis of 80-0-100-18S per acre, totaling 220 acres of fertilizer delivery and application. All material, delivery, and application fees must be included in the bid price, and the contractor must possess equipment capable of applying fertilizer at variable rates with sufficient manpower for delivery and completion within seven calendar days of notification by the farm manager. Bids must be submitted electronically via eVA by 11:00 AM on May 11, 2026, with bidders required to complete and submit bid forms (pages 13-14) along with documentation of current eVA Vendor ID or DUNS number. The Commonwealth will award the purchase order on a grand total basis to the lowest responsive and responsible bidder, with payment terms of net 30 days after receipt of merchandise or invoice, whichever is later. Prior to work commencement, the awarded contractor must provide a Certificate of Insurance.

This solicitation is designated as a Small Business Set-Aside Award Priority, restricting competition exclusively to DSBSD-certified small businesses and micro businesses, thereby limiting the pool of eligible respondents. Vendor transaction fees of 1% of the contract value will be assessed upon purchase order issuance, capped at $500 for DSBSD-certified small businesses and $1,500 for non-certified businesses. No incumbent vendors or current contractors are identified in the solicitation materials. All contractors must comply with applicable federal, state, and local laws, anti-discrimination provisions, drug-free workplace requirements, and Immigration Reform and Control Act requirements. The Commonwealth reserves the right to reject any or all bids or omit line items as deemed necessary, and any bid submitted remains valid for 30 days following submission.
