About this opportunity

The Kentucky Department of Education is requesting proposals for a State Facilities and Construction Supervisor personal service contract supporting the Kentucky School for the Blind (Louisville) and Kentucky School for the Deaf (Danville), with proposals due October 14, 2026 at 4:00 PM Eastern Time.

The role requires a qualified individual to assist with comprehensive long-term facilities planning, six-year capital planning processes, project management, and procurement coordination for both schools operating collectively as a school district. The contractor will coordinate with architects, engineers, construction professionals, and the Finance and Administration Cabinet, providing regular written and verbal reporting as agreed. Work averages 30 hours per week annually, with some weeks exceeding 40 hours and others below 30 hours; there is no minimum hours guarantee. Compensation is an hourly rate evaluated on an eight-hour work-day baseline. The anticipated contract term runs from January 1, 2027 through June 30, 2028, with the Commonwealth reserving the right to renew for up to two additional two-year periods pending approval from the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee.

Technical proposals are evaluated on four criteria totaling 1,500 points: educational qualifications and expertise in Kentucky school operations (400 points), background and experience in Kentucky school operations and construction project management (400 points), project management and reporting abilities (400 points), and project planning and financial experience with state entities including knowledge of Kentucky's Model Procurement Code (300 points). Cost proposals are worth 600 points, with the lowest-priced proposal receiving maximum points and remaining proposals scored proportionally. Oral presentations or demonstrations may be required for the top three vendors and are worth up to 200 points, for a total possible evaluation score of 2,300 points. Proposals scoring below 50 percent of maximum technical points will not be considered for award.

Professional liability insurance with minimum limits of $1 million per claim and commercial general liability insurance with minimum limits of $1 million per occurrence and $2 million aggregate are required prior to award. Written questions are due September 9, 2026. Proposals must be submitted electronically through Kentucky's Vendor Self Service System in three separate documents: Technical Proposal, Cost Proposal, and any Proprietary Information, each not exceeding 65,000 KB. An Annual Required Affidavit attesting compliance with Kentucky campaign finance laws is required.
