About this opportunity

The City of Port Arthur, Texas is soliciting sealed bids for a complete turnkey installation of two natural gas standby generators — one 30 kW minimum unit at 14820 Rodeo Lane, Pleasure Island, and one 150 kW minimum unit at 111 H.O. Mills Boulevard — with bids due May 29, 2026 at 3:00 p.m. Central Time and publicly opened at 3:15 p.m. the same day. The project is federally funded through FEMA and requires compliance with federal procurement guidelines and all associated federal clauses.

Each installation shall include an automatic transfer switch, structural supports, natural gas piping, electrical feeders, grounding, controls, startup, testing, and commissioning. The H.O. Mills installation requires a hot-dipped galvanized elevated structure steel platform on a reinforced concrete foundation; the Rodeo Lane unit shall be mounted on existing steel with design modifications as needed. All equipment must be located above required flood protection elevation per FEMA/NFIP standards. The scope encompasses all engineering, permitting, civil, structural, mechanical, electrical, fuel-gas, and controls work required for complete operational systems compliant with NEC, NFPA standards, and International Building Code.

Bidders must submit lump-sum pricing for mobilization costs (not to exceed 4 percent of total project cost), the 30 kW generator installation, the 150 kW generator installation, and a $20,000 contingency item. All design drawings and specifications must be sealed by a Texas-licensed Professional Engineer. The contract term is 250 calendar days from Notice to Proceed. Bidders must carry $2,000,000 commercial general liability, $1,000,000 each for bodily injury and property damage, and statutory workers' compensation coverage, with the City named as additional insured. Performance and payment bonds are required. A non-mandatory pre-bid meeting is scheduled for May 14, 2026 at 10:00 a.m. at the Water Service Center. Questions are due before the meeting. Payment is net 30 days upon invoice receipt and work acceptance. The City reserves the right to reject any or all bids and will award to the lowest and best offer under Texas law.
