About this opportunity
Orleans Parish School Board (NOLA-PS) is requesting proposals for staff training and family engagement services specializing in English Learner, immigrant, and Limited English Proficiency populations, with proposals due August 5, 2026 at 10:00 a.m. CST and a virtual pre-proposal meeting on July 23, 2026 at 10:00 a.m. CST. A 35% Disadvantaged Business Enterprise participation goal applies.
The scope comprises approximately 75% direct services to LEP and immigrant families—technology literacy training, information provision regarding eligibility for support services, resource navigation, and direct assistance with household supplies and school expenses—and approximately 25% staff training to school and contracted personnel on the English Learner and immigrant experience, cultural competencies, and systemic barriers specific to the New Orleans and Louisiana context. Work covers enrollment and family engagement across approximately 500 students at 25 school sites, though this estimate is subject to change.
The project budget is $150,000, with pricing submitted as a total annual fee inclusive of all direct and indirect costs, including personnel, equipment, supplies, software, materials, transportation, and administrative time. The contract term is one year with two optional one-year renewal periods. Oral presentations for selected finalists are anticipated for August 13–14, 2026.
Cost represents 15% of the total 100-point evaluation score. The remaining 85 points are distributed across experience (20 points), sustainable implementation plan (20 points), work samples and portfolio (15 points), familiarity with NOLA-PS system and Greater New Orleans location (10 points), qualifications of primary personnel and language options offered (10 points), and DBE participation at 35% (10 points). Contractors must comply with EDGAR compliance standards when federal grant funds are utilized and maintain workers compensation, general liability, and automobile liability coverage. All required forms, including cost proposals, references, indemnification and insurance certificates, conflict of interest certifications, and DBE documentation must accompany the proposal or it will be rejected as non-responsive.
