About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) and California Correctional Health Care Services (CCHCS) are procuring a Master Agreement for Staff Medical Monitoring Services through Invitation for Bid (IFB) No. 6000001895. The contract will provide comprehensive medical monitoring services for employees, volunteers, and other referred individuals across multiple correctional facilities, conservation camps, fire camps, parole offices, and programs. Services include occupational medical evaluations, TB screening, bloodborne pathogen screening, respiratory protection evaluations, lead/asbestos/hazardous waste medical surveillance, hearing conservation services, and commercial driver examinations. Medical service providers must maintain facilities within 45 miles of CDCR locations (with some 100-mile exceptions) and be prepared to conduct both on-site and clinic-based medical monitoring. The bid submission deadline was May 23, 2016, with services scheduled to commence July 1, 2016, and bidders required to submit detailed rate sheets using specific CPT codes for each service type. Evaluation criteria include pricing based on average service rates within facility groups, with bidders able to submit proposals for one or multiple worksite groups.

The procurement includes a 5% small business preference and discretionary Disabled Veteran Business Enterprise (DVBE) incentives ranging from 1-5%, though DVBE requirements are technically exempt. Contractors must provide comprehensive licensing documentation, including California Medical Board Physician and Surgeon Licenses, Clinical Laboratory Improvement Amendments (CLIA) Certificates, and California Department of Health Services Laboratory Field Services Licenses. The contract has a maximum value of $33 million, with an initial three-year term and two optional one-year extensions possible without cost increases. Multiple awards are possible, but CDCR reserves the right to award to a single contractor if deemed in the state's best interest. Reimbursement for services not specifically listed in the rate sheet will be handled at actual cost plus 20%, and contractors can receive a 1% or $50 minimum discount for invoices paid within 30 days. Additional contract provisions include maintaining lockboxes with post-exposure prophylaxis medications and providing on-site medical services with educational components.
