About this opportunity

The Massachusetts Department of Developmental Services is requesting quotes for customized staff development training sessions on difficult conversations and conflict management for all Area Office teams, with proposals due May 15, 2026 under RFQ PRF76. Small Diverse Business (SDP) commitment carries at least 25 percent of available evaluation points, a material weighting that filters vendor evaluation.

Vendors must demonstrate a minimum of three years of experience providing conflict training. Preference is given to those with prior Health and Human Services agency experience and knowledge of individuals served by DDS. The training modules must be tailored to DDS operational needs with examples relevant to staff daily work and may be delivered in-person at any DDS Area Office location or remotely based on departmental requirements.

Proposals must demonstrate organizational capacity in designing effective training programs, successful state agency collaborations, feedback solicitation capabilities, and case examples of similar projects. Key staff resumes and detailed subcontracting arrangements (if applicable) are required. Subcontractors may include expertise in disability, intellectual and developmental disabilities, and autism spectrum disorder fields, subject to prior DDS approval. Proposals are limited to ten pages, excluding budget and resume attachments.

The anticipated contract funding is $40,000 for a single contractor award. The engagement period runs July 1, 2026 through June 30, 2027. An estimated award date is July 1, 2026. All submissions must be made electronically through COMMBUYS.
