About this opportunity

The City of Peoria, Arizona is issuing a Request for Proposal for unarmed event security services at the Peoria Sports Complex through its Materials Management Division. The procurement seeks qualified firms to provide comprehensive security personnel and related services for the Spring Training season (February 22 through March 24, 2025) and other events scheduled throughout the year. Deliverables include furnishing all necessary unarmed security personnel, labor, tools, materials, uniforms, supervision, training, and transportation. Qualified contractors must possess an active agency license from the Arizona Department of Public Safety under Title 32, A.R.S., Chapter 26, with a minimum of three years' experience, and all security personnel must have at least one year's experience with preference for entertainment or sporting facility experience. Pricing proposals must detail rates for security guards, supervisors, overnight guards, holiday guards, and additional equipment on an hourly, daily, or seasonal basis. Evaluation criteria include firm capabilities and experience, project understanding and method of approach, cost considerations, similar project experience, and conformance to the RFP requirements. A pre-proposal conference is scheduled for March 12, 2026 at 12:00 PM Arizona Time at the Peoria Sports Complex (16101 N 83rd Ave, Peoria, AZ 85382), with proposals due by 5:00 PM on March 26, 2026.

The RFP does not identify any specific set-aside designations or restrictions on organizational types eligible to respond. All security personnel must pass fingerprint and background checks through the Arizona Department of Public Safety, be E-verified with proper I-9 documentation, and must have passed a U.S. Department of Transportation 5-Panel Drug Screen with negative results within 30 days prior to service and annually thereafter. The selected contractor will be required to maintain Commercial General Liability insurance with limits of not less than $1,000,000 per occurrence, Commercial/Business Automobile Liability insurance with combined single limits of $1,000,000, and Workers' Compensation and Employer's Liability insurance as required by state law. The resulting contract will have an initial term of two years commencing on the effective date of award, with options for extension for supplemental periods up to a maximum of 36 months through mutual written contract amendment. Price increases may be requested after two years of contract performance, with adjustments effective only at contract extension. The RFP does not specify a budget range or estimated award value.
