About this opportunity
The City of Norfolk Department of Public Works is requesting sealed bids for the St. Paul's Blue-Greenway Stormwater Phase (Project No. 19263), a civil infrastructure project involving daylighting of approximately 1,200 linear feet of existing box culvert, excavation, active-flow management, deep foundations, retaining structures, a pedestrian bridge, drainage work, erosion and sediment controls, and restoration, with bids due December 14, 2026 at 4:00 PM via the City's OpenGov portal. The project is subject to Build America, Buy America Act requirements, mandating that all iron, steel, manufactured products, and construction materials be produced in the United States absent approved waivers.
Work is performed in Norfolk, Virginia. The scope is divided into 63 unit price line items covering mobilization, demolition, earthwork, concrete work, pile testing and installation, dewatering, and drainage components. Contractors must hold appropriate Virginia Contractor registration (Class A, B, or C depending on contract value) and comply with federal and state non-discrimination requirements and drug-free workplace policies.
The contract period is 360 calendar days for substantial completion and 460 calendar days for final completion from Notice to Proceed, with work commencing within ten days of that notice. Liquidated damages are assessed at $1,200 per day for delays beyond either deadline. Progress payments are made monthly at 95 percent of properly documented work and stored materials, with final payment upon 100 percent completion.
Bidders must submit a bid bond, certified check, or cashier's check equal to five percent of the total bid amount. Performance and payment bonds are each required at 100 percent of the contract price. A mandatory pre-bid meeting is scheduled for Wednesday, November 4, 2026 at 9:00 AM at 529 Ruffner Street, Norfolk. Requests for Information must be submitted by 4:00 PM on Friday, November 13, 2026 to receive guaranteed responses.
