About this opportunity
The St. Johns County and City of St. Augustine Beach are seeking a contractor for a resiliency and flood protection project involving infrastructure improvements at Magnolia Dunes and Atlantic Oaks Circle. The procurement allows contractors to bid on one or more project phases, with specific focus on constructing infrastructure according to county and city development codes. Contractors must provide all labor, materials, and equipment to complete construction as specified in the contract documents, technical specifications, and associated permits. The project requires strict adherence to St. Johns County Land Development Code, City of St. Augustine Beach Codes and Ordinances, and FDOT publication standards when applicable. The solicitation was posted on August 20, 2025, with bid submissions due by September 19, 2025, and requires comprehensive construction work including demolition, clearing, excavation, grading, earthwork, formwork, filling, leveling, and surface placement of asphalt, brick pavers, or concrete.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. The project will be funded through a Florida Department of Environmental Protection (FDEP) agreement, identified as Agreement #LPA0387, suggesting potential state-level oversight and funding. Contractors will not receive separate measurement or payment for standard construction activities, and no additional compensation will be provided for activities impacting endangered or protected species. While no specific budget range was provided, the multi-phase nature of the project across Magnolia Dunes and Atlantic Oaks Circle suggests a substantial infrastructure investment. The procurement requires contractors to work closely with the City Engineer or designee to resolve any specification conflicts, indicating a collaborative approach to project implementation. Potential bidders should carefully review the comprehensive technical specifications and be prepared to demonstrate compliance with complex regulatory requirements.
