About this opportunity
The state of Idaho, specifically the Idaho State Liquor Division (ISLD), is seeking an intrastate, outbound freight delivery contract for distilled spirits and related operational items, with the procurement opportunity located in Ada County. The contract opportunity, identified as ID 668000e32c09ef845a09f0ca, was posted on February 15, 2024, with proposals due by February 21, 2024. While the primary documents suggest multiple procurement activities, the core solicitation appears focused on transportation and logistics services for liquor distribution. The attached documents reveal additional complexity, including a sole source authorization for the Department of Water Resources to purchase a RiverPro 1200 and Remote Boat from Frontier Precision, and a separate Request for Proposal (RFP) for Information Technology Services involving subscription-based research services. The evaluation criteria for the IT Services RFP indicate a comprehensive scoring approach, with technical proposals and cost proposals being normalized and scored, with the lowest overall cost receiving maximum points. Potential vendors must respond to sections covering business information, organizational structure, staffing, and detailed scope of work requirements.
The procurement documents do not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. No clear incumbent vendor information is provided for the primary liquor distribution contract. The attached documents suggest potential value in the procurement, particularly for the IT Services RFP, which includes requirements for multiple research library access licenses and advisory service provisions. The Water Resources sole source authorization implies a specific, targeted procurement with limited competitive opportunities. The RFP indicates a potential contract term of one year with up to five years of renewal options. While precise budget ranges are not specified in the documents, the comprehensive nature of the IT Services RFP suggests a substantial potential contract value. Vendors interested in challenging the sole source procurement for the RiverPro boat have a five-business-day window from the closing date to file a formal challenge with the Idaho Department of Administration's Division of Purchasing.
