About this opportunity
The Idaho Department of Health and Welfare is conducting a sole source procurement for a mobile pediatric resuscitation system from Pediatric Emergency Standards, Inc. (PES), specifically the Handtevy Pediatric System, to support Emergency Medical Services for Children (EMSC) Performance Measure 03. The system provides a comprehensive, customized electronic and durable equipment solution for pre-hospital providers, featuring proprietary Medication Management Software with a hybrid age-based and length-based dosing system covering patients from preemie to adult. The procurement includes annual software access, medication management software, unlimited updates, clinical and technical support, and a one-time customization and setup fee. The contract will cover multiple Idaho counties, including Kootenai, Moscow, Canyon, Bannock, and Idaho Falls. The solicitation was posted on August 2, 2023, with a response deadline of August 7, 2023, and interested vendors have five business days to challenge the sole source determination if they believe they can provide a comparable solution.
The procurement appears to be open to all qualified vendors, with no specific set-aside designations mentioned in the documentation. The total anticipated contract value is $60,000 over a four-year period from October 1, 2022, to September 30, 2026. The current infrastructure includes integration capabilities with electronic patient care reporting software and must be tailored to local protocols and pharmacology. PES is positioned as the incumbent and sole source vendor, claiming unique capabilities such as a custom clinical support team, mobile integration, and exclusive instructor training. The system will need to integrate with existing emergency medical service technologies and support multiple locations across Idaho, with annual costs ranging from approximately $3,000 to $7,500 per location. The procurement will be administered by the Idaho Division of Purchasing, with the Department of Health and Welfare responsible for any future renewals or amendments.
