About this opportunity
The Idaho Department of Administration, Division of Purchasing, has published notice of intent to approve a sole source authorization for the Idaho Department of Health and Welfare to procure computers and digital scanners for mobile fingerprinting from DataWorks Plus. This sole source procurement has been determined necessary because the Administrator of the Division of Purchasing has concluded that DataWorks Plus is the only vendor qualified to provide the specified equipment and technology. The primary deliverables consist of computers and digital scanners specifically designed for mobile fingerprinting applications, though detailed specifications regarding quantities, technical requirements, or performance metrics are not enumerated in the notice. The procurement was posted on May 21, 2026, with a submission deadline of May 26, 2026, allowing a five-business-day window for interested vendors to submit challenges to the sole source determination in accordance with Idaho Code section 67-9232(4). Any vendor wishing to contest this sole source procurement must file a timely notice of challenge within five business days after the closing date to purchasing@adm.idaho.gov.
This procurement is structured as a sole source authorization, which inherently restricts competition and limits the pool of responding organizations to the single identified vendor, DataWorks Plus. The notice does not specify set-aside designations for disadvantaged enterprises, minority-owned businesses, or other protected vendor classifications, nor does it indicate whether such designations apply to this particular procurement. No information regarding incumbent vendors, current contractors, or existing technology infrastructure requiring integration with the new equipment is provided in the available documentation. Similarly, the notice does not disclose the anticipated award value, budget range, or total contract amount for the computers and digital scanners being procured. The specific technical requirements, integration needs with existing state systems, and detailed equipment specifications are referenced as being available in the attached request for sole source authorization within the IPRO (Idaho Procurement and Records Office) system.
