About this opportunity

The Idaho Department of Administration, Division of Purchasing, is publishing notice of intent to approve a sole-source authorization for the Idaho Department of Corrections to buy Centiport software testing solutions from Centiport, a business of NCS Pearson, with the notice closing October 27, 2026. The sole-source designation is the controlling constraint: the Administrator has determined that only one vendor is qualified to provide the required items. Any interested vendor may challenge the sole-source procurement by giving notice within five business days after the closing date to purchasing@adm.idaho.gov, under Idaho Code section 67-9232(4).

The requirement covers software and text resources that let residents obtain certification in Intuit Certified Bookkeeping Professional and Autodesk Certified User. Idaho Department of Corrections research included contacting Juvenile Corrections and Careersafe and running internet searches, and it relied on a sole-source letter from Centiport dated October 2, 2026. That letter identifies Certiport as the sole provider of multiple certification and testing programs and the exclusive North American distributor of CertPREP, LearnKey, and BrainBuffet learning products.

The anticipated total cost is $80,000 for a five-year term, with no renewal options indicated beyond the initial term. The Deputy Administrator, Mike Gwinn, approved the request on October 23, 2026, with intent to approve pending the legal notice and appeal period. The supporting request form is attached as "IDOC - Centiport.pdf" and the sole-source letter as "October 2026 Certiport Sole Source Letter General_Signed (2).pdf," both in the Buyer Attachments section of IPRO.
