About this opportunity

The Idaho Department of Administration, Division of Purchasing, has issued a notice of intent to approve a sole source authorization for the Idaho State Police to purchase Cellebrite Inseyets digital forensic software licenses, with the notice closing November 6, 2026. The Administrator has determined that only one vendor is qualified, so this is a sole-source award. Interested vendors may file a challenge by notice to purchasing@adm.idaho.gov within five business days after the closing date.

The Idaho State Police Forensic Services Digital Forensic Unit requires the software for mobile device extraction and analysis. Required capabilities include bypassing security measures, unlocking encrypted iOS and Android devices, performing full file-system and physical extractions, and analyzing cloud data from sources such as Apple iCloud, Instagram, Facebook, Google, Snapchat, and Discord. The justification rests on examiner certifications and training specific to these tools, and the source states that switching vendors could require retraining, recertification, and performance verification that take up to one week per tool.

Cellebrite Inc., which manufactures the Inseyets Core, Pro, and Offline products, is described as the sole developer and manufacturer. The request evaluated Magnet Graykey, Belkasoft X Phone, EnCase Mobile Investigator, MSAB XRY, Detego Field Triage Mobile, MOBILedit, and Oxygen Forensics, and concluded that none provides a complete replacement. The request also reports that the unit's extraction success rate increased from approximately 15% before adopting Cellebrite and Graykey to 85–90% afterward. The justification letter adds that Oxygen Forensics company officers were arrested for wire fraud in September 2026 over falsified statements about foreign ties and Russian software development.

The anticipated total cost is $555,000 for a five-year term designated FY27, and the agency anticipates future renewal needs. Deputy Administrator Mike Gwinn approved the request on November 3, 2026, and the division intends to post the exemption for public notice and appeal. Three documents are attached: the sole source authorization request, the program-specific justification letter, and a Cellebrite manufacturer letter.
