About this opportunity
The State of Idaho, specifically the Idaho Department of Health and Welfare and the Division of Purchasing located in Ada County, is pursuing a sole source procurement for Automated Instruments and Consumables from DiaSorin Inc. The procurement focuses on acquiring a reconditioned LIAISON XL Analyzer, associated QuantiFERON TB Gold Plus reagents, and related consumables for medical testing purposes. The contract will have an initial term of 72 months with automatic one-year renewal periods thereafter. DiaSorin has been determined to be the only qualified vendor capable of providing these specialized medical instruments and associated materials. The solicitation was posted on May 23, 2024, with a response deadline of May 29, 2024, and interested parties have five business days from the closing date to file a challenge to the sole source procurement. The procurement is being conducted pursuant to Idaho Code section 67-9221, with the state administrator certifying DiaSorin as the exclusive source for these specific medical diagnostic instruments and consumables.
The procurement appears to have no specific set-aside designations or restrictions on organizational respondents beyond the sole source determination. No information is provided about disadvantaged enterprise participation or alternative vendor qualifications. The proposed contract includes both equipment and ongoing consumables, with a capital purchase summary for the reconditioned analyzer and an investment summary for equipment, service, reagents, and consumables. While precise award values are not explicitly stated, the proposal suggests a multi-year commitment with annual purchase requirements for reagents and consumables. The procurement is specifically for the Idaho Department of Health and Welfare and does not indicate broader participation opportunities. No incumbent vendor information is disclosed beyond DiaSorin's current role as the sole manufacturer and service provider for these specialized medical diagnostic instruments. The existing infrastructure appears to be centered on DiaSorin's LIAISON XL Analyzer, LIAISON XS Analyzer, and LIAISON QuantiFERON Software ecosystem.
