About this opportunity

The City of Seattle is requesting bids on SS4A Package 1: STM Scope, a public works project involving new curb ramps, sidewalk repair, and traffic signal improvements at seven intersections throughout Seattle, with bids due September 9, 2026 at 2:00 p.m. and public opening immediately following at Seattle Municipal Tower, Suite 4350, 700 Fifth Avenue.

Bidders must demonstrate commitment to 17% women and minority-owned business enterprise (WMBE) utilization and submit an Inclusion Plan with a minimum score of 10 points across three commitment options: Aspirational WMBE Goals (up to 6 points), Business Support Strategies (up to 4 points), and WMBE Guarantees (up to 6 points). Projects estimated over $1 million require a Bidder/Subcontractor List identifying subcontractors for rebar installation and electrical work, or indicating intent to self-perform. All bids are subject to prevailing wage requirements under RCW 39.12, paid sick and safe time compliance per SMC 14.16 and RCW 49.46, and EPA Consent Decree stormwater and sanitary sewer compliance.

Work spans seven specific intersections: Airport Way South & South Royal Brougham Way, Rainier Avenue South & South Weller Street, University Way Northeast & Northeast 47th Street, University Way Northeast & Northeast 50th Street, 3rd Avenue & Seneca Street, 4th Avenue & Columbia Street, and University Way Northeast & Northeast Campus Eastbound Parkway. The scope includes rebar installation and electrical work as identified subcontractor items. The Engineer's Estimate is $2.5 million to $2.7 million. The contractor must physically complete all work within 100 working days from Notice to Proceed; liquidated damages apply for delays beyond that deadline. Bidders must submit a bid guaranty of not less than 5% of the total bid amount including retail sales tax at 10.55%. Bidders must also propose the percentage of recycled construction aggregate and concrete materials, which serves as a tiebreaker if bid totals are equal. The project is funded by the Seattle Department of Transportation (SDOT) and administered by the City of Seattle Department of Finance and Administrative Services. No pre-bid site inspection meeting is scheduled.
