About this opportunity

The Jacksonville Transportation Authority (JTA) in Duval County, Florida, is seeking a sole source procurement for Darktrace AI and Machine Learning Software through solicitation SS-24-010. The contract requires a vendor to supply an on-site appliance utilizing advanced artificial intelligence and machine learning capabilities to detect cybersecurity threats across the organization's entire network ecosystem. Specific technical requirements include real-time threat detection for external, internal, partner, and collusive threat actors, with capabilities spanning email systems, local area networks, cloud environments, Internet of Things devices, transportation-oriented systems, and various digital infrastructure components. The AI solution must provide advanced threat analysis, generate real-time security incident reports with threat severity scoring, and ingest log data from JTA's existing applications and hardware for comprehensive monitoring. Vendor responsibilities include installation of equipment, remote health monitoring, and providing daily or weekly human-reviewed threat intelligence reports. The proposal submission deadline is August 2, 2024, at 2:00 PM Eastern Time, with interested providers required to submit a letter of interest through the JTA OpenGov Portal and include a completed Certification of Proposer Regarding Debarment form.

The solicitation appears to be a sole source contract specifically targeting Darktrace Holdings Limited for software renewal, indicating no competitive bidding process and no explicit set-aside designations for disadvantaged enterprises. The current implementation protects JTA's digital infrastructure through appliances, client sensors, virtual sensors, and Antigena Email, suggesting significant existing technological integration with Darktrace's cybersecurity platform. While no specific contract value is detailed in the documentation, the critical nature of the cybersecurity solution and the sole source designation imply a continuation of an existing contractual arrangement. The procurement is focused on maintaining the confidentiality, integrity, and availability of JTA's digital systems through a sophisticated AI-driven cybersecurity approach. Vendors must demonstrate comprehensive technical capabilities in AI-powered threat detection, provide robust security operations center support, and offer continuous monitoring and intelligence reporting services.

Opportunity text

Vendor must supply an on-site appliance that uses Artificial Intelligence (AI) and machine learning to detect advanced threats, and must not rely solely on threat signatures or rule-based detection algorithms. The AI must be able to actively protect the entire ecosystem of the JTA network environment, intercepting threats in real-time. The AI must detect phishing emails by analyzing for high-risk activity based on JTA's existing email usage patterns. The AI must also examine data from Local Area Network devices, cloud, Internet of Things, printers, scanners, digital signage, totems, Autonomous Vehicles, camera systems, and other transportation-oriented devices. The software must be able to detect activities that threaten JTA assets from the following four potential threat actors: External, Internal, Partners and Collusion. The product must also provide real-time security analysis regarding all incidents, and alert the JTA to abnormal activity with a threat severity score. The product must ingest log data from JTA source applications and hardware which would then be analyzed and investigated via machine learning. The product services must include general technical support from a vendor supplied Security Operations Center, so that the JTA may collaborate with the vendor when a potential incident occurs. Vendor services must offer daily (or weekly) human reviewed threat intelligence reports that highlight JTA's recent security events. The vendor is responsible for the installation of their equipment and ensure they are able to remotely monitor their solution's health.
