About this opportunity
The Texas Health and Human Services Commission is requesting sealed bids on Sexual Risk Avoidance Education (SRAE) curriculum workbooks under IFB PCS 137 (HHS0017653), with bids due July 21, 2026. The procurement covers seven separate line items, each representing a curriculum package for individual school districts: TAFT, Odem-Elroy, Ingleside, Mathis, Madisonville, London, and Corpus Christi. All bids must address all seven line items; bidders are classified under NIGP Class 715.
Bids must include three mandatory exhibits: Solicitation Affirmations (Exhibit A), Contract Affirmations (Exhibit B), and a completed Pricing Sheet (Exhibit C). Failure to submit any required exhibit results in bid disqualification. Bidders must provide unit pricing for each curriculum package and indicate whether quoted prices include shipping. All bids must be in US dollars.
Contract Affirmations impose extensive compliance certifications across financial integrity, suspension and debarment status, human trafficking prohibitions, franchise tax verification, cybersecurity training, E-Verify employment eligibility verification, and adherence to Texas and federal employment law, equal opportunity standards, and occupational safety regulations. Additional affirmations address restrictions on boycotting Israel and energy companies, discrimination against firearm industries, abortion-related funding limitations, restrictions on gender transition procedures for children, foreign ownership limitations related to critical infrastructure, AI system usage disclosure, and prohibitions on surveillance or coercion of state employees or legislators. False representations or compliance failures expose contractors to civil and criminal consequences and immediate contract termination.
Submissions must be made through the online bid room platform specified in Exhibit D. Maria Ana Breest is the primary contact for inquiries. Award will be made to the responsive and responsible bidder offering best value to the state, with evaluation based on price competitiveness, product quality, vendor qualifications, and compliance with specification requirements. Applicable Texas small business set-asides or preference programs may apply.
